On September 14, 1940, Lavinia Mildred Neal married Richard David O'Neal and they had one daughter, Barbara Anne. During World War II, Lavinia worked as a Supervisor at the Sylvania Manufacturing Plant in Point Pleasant, WV. After the war and the return of her husband from active duty, she resumed her commitment to her home and family, and became an active member of the Eastern Star where she held the posts of Worthy Matron, and Worthy High Priestess of the Order of the White Shrine. She is remembered as a dedicated sister, mother, grandmother, and great-grandmother. She was lovingly referred to as "Pardner" by her adored late husband, "Dave", in recognition of her equal support and contributions to their family and to his real estate and insurance business. Both Dave and Lavinia were committed members of Trinity United Methodist Church in Point Pleasant, WV. In addition, Dave served as a member of the West Virginia House of Delegates and the West Virginia State Democratic Executive Committee. "Pardner" was always known for being by his side, and was once referred to as the "101st" delegate because she loyally accompanied her husband to every committee meeting, hearing, and listened attentively to daily debate from the visitors' gallery on the House floor.
